A permit set is a coordinated collection of documents used to explain proposed work to the reviewing authority. Depending on the project, it may include existing and proposed plans, elevations, sections, details, and other required information. There is no single list that fits every remodel.

It helps to distinguish a layout concept, a permit submission, and the information a contractor needs to price and execute the work. Those packages can overlap, but they are not automatically identical. A drawing showing a vanity location, for example, does not necessarily identify the vanity, fixtures, tile, and installation decisions needed for a detailed bid.

Whether permits are required—and whether a full plan review is required—depends on the work and jurisdiction. Technical trade permits can be a separate issue from architectural plan review. The City of Atlanta describes residential technical-permit situations that do not require plan review, so “permit required” should not be translated into “every project needs a full drawing set.”

Start with a written description of the work. Establish what is changing, which professionals are involved, who prepares each document, and who submits the application. Then define the drawing scope accordingly.
